The story of hard-bitten local newspaper identities and their publications has been told in a recent article published in British academic journal Media History. Local author and historian Ian Willis details the travails of local reporters, printers, owners, and others who made the news across the region for over 140 years.
These newspapers have told the story of the towns and villages across the Macarthur region and lives of people who have lived there – local weddings, births, deaths, marriages and other family events; men going to war and coming home; natural disasters, elections, and lots more. Some of these newspapers can be found on the National Library’s Trove Database and they include the Camden News and thePicton Post.
The digital revolution has drained these ‘local rags’ of their advertising, and crucified their profitability and their business models. Some still survive and struggle on like the Camden-Narellan Advertiser while other mastheads like the Camden Leader (1910-1912) have come and gone with no copies in existence. Some green shoots have emerged in recent times in print and online with the Oran Park Gazette and the South West Voice.
The article tells the story of local newspapers in the three New South Wales market towns of Campbelltown, Camden and Picton that made up the Macarthur region. Each community had a series of local town-based newspaper mastheads from the 1880s, some lasting longer than others. These local newspapers were run by hard-bitten owner-editors who were salt-of-the-earth people who had printer’s ink running in their veins. They survived on the smell-of-an-oily-rag and were assisted by family members who doubled as reporters, printer’s assistants, photographers, stringers and ‘Jack-of-all-trades’.
Amongst these colourful characters and local identities were: the gold-field printer and colonial-newspaper baron William Webb who owned a string of country newspapers; English journalist William Sidman who had his lead-type face confiscated in Paris for bullets during the Franco-Prussian war; and New Guinea war veteran and printer Syd Richardson, the first regional newspaper baron.
These newspapers used local history to allow their readers to reflect on their past by storytelling and creating an understanding of their cultural heritage. The local press lionised pioneer settler stories, and the most important of these were the exploits and activities of the New South Wales Corps Officer Captain John Macarthur. The legacy of this process was to turn the historical figure of Macarthur into a local legend and national hero, and use these stories to contribute to the construction of place and a regional identity.
In Camden the ideology of motherhood expressed itself in the foundation of the St John’s Mother’s Union in 1900 which saw that mothers were an integral part of women’s service role to the British Empire. (Ministering Angels, p19) and later the Red Cross in 1914 and Camden Country Women’s Association in 1930. (Ministering Angels, 21)
In the early 20th century the Red Cross was variously described as the ‘Greatest Mother in the World’, and the ‘Mother of all Nations’ (Ministering Angels, 6) The CWA were concerned with motherhood and infant mortality and of their main activities in the early 20th century was the foundation of baby health centres across the country.
Around the turn of the century a direct link was made between infant welfare, motherhood, patriotism and nationalism. Motherhood and mothering were expressed in terms of patriotism and a national priority. All driven by European exceptionalism, expressed in Australia as the White Australia policy. There was anxiety around falling birth rates, whiteness and the strength of the British Empire.
Motherhood as national building
Sociologist Karen Swift writes that from the around the middle of the 18th century the state became interested in motherhood where ‘the state’s interest in controlling and using female fertility for nation building and economic purposes’. Biological determinism stated that motherhood was a natural state for women and that is should be a national priority.
The ‘master narratives’ governing European motherhood in earlier centuries was that of nation building, especially in the colonies. The creation of new nations required a growing, healthy population, with women’s roles focused on producing and rearing soldiers and laborers. Once nation-building efforts became established, mothers were called upon to contribute to the development of a large and prosperous white middle class needed to perpetuate and grow capitalism. For this purpose, white mothers were needed to learn, teach, and demonstrate the moral authority the middle class required to dominate those below in the social, economic, and racial hierarchies.
The metaphor of the Red Cross as mother and guardian angel was extended in the post-war environment and incorporated a concern for mothers and infants. The terrible losses of the First World War, and declining birth rate made the welfare of mothers and infants a national defence priority. There were calls to repopulate the country (The Maitland Weekly Mercury, 30 November 1918.) and a developing national anxiety around motherhood. Some of Sydney’s conservative elite had expressed concern about the issue of infant welfare, and set up the Kindergarten Union and Free Kindergartens in the 1890s.
Support from the National Council of Women of NSW, of which Sibella Macarthur Onslow of Camden Park was a member, and others who were concerned about the welfare of mothers and infants led to the establishment of day nurseries, supervised playgrounds and other initiatives in inner Sydney in the early 1920s. There were high rates of infant mortality in inner Sydney and social conditions for single mothers with children were less than desirable. There had been the Royal Commission on the Decline of the Birth Rate and the Mortality of Infants in New South Wales in 1904 and the Edwardian period was characterised by a nationalistic concern over the moral decline of the British race. ‘Perfect Motherhood is Perfect Patriotism’
‘Perfect Motherhood is Perfect Patriotism’ according to Sydney’s Daily Telegraph in 1926. The article was a part of the publicity associated with a fundraising campaign for the Karitane-Sydney Mothercraft Centre at Coogee operated by the Australian Mothercraft Society. The society had been established in Australia in 1923 modelled on the Royal New Zealand Society for Health of Women and Children, commonly called the Plunket Society, established by New Zealand doctor Sir Truby King in 1907.
You should have a white Australia. But if you find the Eastern nations more moral more noble to make more sacrifices for the continuity of the race, you know the result must be the same as has been the case with the great civilisations of the past. Greece and Rome went down, not through any failure in the valour or courage of their young men, but because of the increase in luxury, the repugnance to rearing families, followed by decadence and sterility and eventually extinction. If the population of Australia do not do their duty to the race there cannot be any resistance to other races coming in and populating this fair land.
In 1920 the women of the Camden Red Cross were concerned about these issues and donated £14 to the Society for Welfare of Mothers and Babies. The society had been formed in 1918 in Sydney, aimed to teach mothercraft and eventually set up the Tresillian training school at Petersham in 1922.
Red Cross Baby Day became an important part of the district Red Cross child welfare agenda in the post-war years. The Red Cross coordinated the first Baby Week in 1920 in the first week of April and encouraged the formation of local committees.
The Baby Week was supported by Lady Helen Munro Ferguson and had its origins in England with the National Baby Week Council in 1900. Its objects were to foster child welfare by decreasing infant mortality, to promoting the health of mothers, and to encouraging motherhood and maternal nursing(The Braidwood Dispatch and Mining Journal, 27 February 1920) (Ministering Angels, 66).
The 1920 Red Cross Baby Day in Camden was held on 30 March and the Camden branch had two street stalls, while the Narellan Red Cross had an afternoon tea stall at the Bank of New South Wales. (Minutes, Camden Red Cross, 9 March 1920 )
The support continued in 1925 when the Camden Red Cross was assisted on the dip stalls by Miss Gardner from Camden Public School and her kindergarten class. The total raised by Camden was £23 and Narellan Red Cross raised £9. Camden News, 1 April 1920)
The funds were donated to the Camden District Cot at the Royal Alexandra Hospital for Children. In 1925 Camden Red Cross members sought the assistance of the girls from Camden Superior Public School, with the girls helping out on one of the dip stalls. This practice continued until 1940. The Camden Red Cross branch made a regular donation and it generally varied between £20 and £50, with a peak in 1922 of £53. The overall average donation between 1921 and 1939 was £34, while during the Furner presidency the average donation was £37 and Macarthur Onslow’s presidency £32. The Camden Red Cross made a number of donations to nursery movement groups during the 1920s and they included: Nursery Association (1924, £10); Sydney Day Nurseries (1925, £10); Infant Home, Ashfield (1925, £7, and 1926, £10); and the Forest Lodge Day Nursery (1927, £6). Dr Cull said, ‘Only locals will understand how fantastic it is to have a team in Campbelltown. It’s a team for the Macarthur region being played in Macarthur.’
‘It feels good to have a team that is genuinely for our community,’ she said.
Macarthur FC and identity
Identity is how we define who we are in terms of culture, symbols, language, membership, race, behaviour and a host of other factors. These are the elements of tribal identification.
In terms of Macarthur FC, their supporters will identify themselves in terms of a song, a uniform, a logo, a mascot, a culture, their origin, and other factors. They will all be part of the Macarthur FC supporters tribe.
The symbols that Macarthur FC have chosen are meant to build tribalism around the regional brand by the teams supporters.
Club officials announced in 2019 that the club new colours, ochre, were ‘chosen to represent the diverse cultures of the area’.
Macarthur FC has captured the notion of regionalism on Sydney’s urban fringe and the communities that are part of it.
The ochre colours of Macarthur FC are an acknowledgement that the Macarthur region is located on Dharawal country that pre-dates European occupation by thousands of years. Dharawal country is located between the lands of the Eora to the north, the Dharug to the northwest, the Gundungurra to the southwest. Ochre was used for paintings, drawings and hand stencils on rock surfaces and in rock shelters and overhangs.
The Macarthur FC ‘bull’ logo encapsulated the early European history of the Cowpastures region and the wild cattle after which the area was named in 1795 by Governor Hunter. Originally 2 bulls and 4 cows escaped from the Sydney settlement in mid-1788, five months after being landed. They were Cape cattle from what is now South Africa, and by 1805 the Cowpastures herd numbered over 3000. This is perhaps the origin of the club slogan ‘Run with the herd’.
The football club’s use of the Macarthur name comes from the early colonial identity John Macarthur. Macarthur organised the land grant in the Cowpastures in 1805 called Camden after he had been sent home to England in disgrace. This was the first act of European dispossession of Dharawal country in the process of settler colonialism.
The stars of the Southern Cross on the Macarthur FC logo link the club to Australian nationalism.
Nationalism has been part of modern football from its beginnings in the United Kingdom in the 19th century. The first two national teams to play each other in the 1870s were Scotland and England.
Israeli scholar Ilan Tamir argues that since the foundation of the nation-state ‘political leaders have used sport as a means of promoting individual and national agendas’. Tamir maintains that the forces of globalisation and commercialisation of sport has weakened the influence of nationalism.
guided travellers, intrigued astronomers and inspired poets and musicians. Its five stars have been used as a sign of rebellion and as a sometimes controversial symbol of national pride.
In the early 19th century the Southern Cross was adopted by the Anti-Transportation League as a symbol of resistance to the British colonial powers and their policy of transporting convicts. In 1854 it was flown at the Eureka Stockade.
The Australian flag with the Southern Cross was first flown in 1901 and became Australia’s official flag in 1954.
So what does all this mean for the future of Macarthur regionalism?
Macarthur FC has adopted the name and symbols of Macarthur regionalism. There will be much written and spoken about Macarthur FC over coming years. Macarthur FC will be in the national and international media and this in turn will consolidate the notion of Macarthur regionalism at a national level.
It will be interesting to see how Macarthur regionalism evolves under the influence of professional sport with a national and international profile.
On 18 September 1982 the Governor of New South Wales His Excellency Air Marshal Sir James Rowland AC, KBE, DFC, AFC opened the new brutalist style office extensions for Campbelltown City Council.
Gosford architects Grenfell, Fraser and Associates designed the office extensions and when combined with the 1964 building created one of the most important modernist building precincts in the Macarthur region.
Mayor Thomas stated at the official opening that the city had undergone ‘unprecedented’ growth and embraced ‘enormous changes’ since 1964. (Official programme)
The city’s population growth had grown from 24,000 (1963) to 43,000 (1974) and by 1980 was 120,000.
The council’s administration was ‘strained to the limit’, and there was a risk of fragmentation of council departments. To avoid this, the architects recommended a new single building to accommodate council staff.
The architects presented three sites for the council’s consideration: the existing civic centre site; Camden Road opposite the Campbelltown Catholic Club; and the Macarthur Regional Growth Centre.
After considering the three options, the council felt that it had a ‘moral obligation’ to the existing Queen Street commercial precinct to remain at the civic centre site.
The new office building would act as an ‘anchor of confidence’, and the site would remain as the northern gateway to the commercial precinct. It would set a standard for future development in the area. (Official programme, 1982)
The council requested that the architects design a ‘four-storey administrative building’ of around 2000m2 with associated pedestrian plaza, landscaping and parking within the civic centre precinct.
In 1980 the civic centre precinct consisted of the 1966 single floor community hall, the 1971 single-storey library building, a single-story women’s rest centre, a service station, the former fire station and two-storey ambulance station. (Official programme, 1982)
For the completion of the project, the council needed to acquire the service station on the corner of Queen and Broughton Streets.
The primary design constraint on the civic centre site was the 1964 office tower of 1400m2 containing the council chambers and the administration offices. (Proposed Civic Centre Development, Grenfell, Fraser and Associates, 1980)
The building completely dominated the precinct and was ‘considered as the major visual element in any design’ because of its height’. The architects described it as a “high rise” curtain wall construction with external sun shading’. (Proposed Civic Centre Development, Grenfell, Fraser and Associates, 1980)
Architects Grenfell, Fraser and Associates felt that new building extension had to integrate with the 1964 office tower in a functional as well as aesthetically pleasing fashion.
The spirit of the past
The architects stated that the design of the new building extensions and its ‘scale, proportion and detailing’ recognised ‘the legacy of the district’ :
‘The “colonial” pitched roof on the new extensions reflects the graceful simplicity of colonial architecture, and the simple proportions, “depth” façade detailing and pitched roof echo the features of “old” Campbelltown buildings’. (Official programme, 1982)
The building design inspired Mayor Thomas to draw on the past and ‘old Campbelltown’ as an inspiration for his address.
The new building was a metaphor for the area’s pioneering spirit.
The mayor stated that the new building illustrated how the spirit of the Campbelltown pioneers had not ‘suppressed the basic community character of Campbelltown’s early days’.
‘The spirit of the hardy pioneer bred of early settlers is woven into the fabric of our history and community life of today’, he said.
‘The City of Campbelltown has an ancient heritage in terms of the nation’s history, and this is being matched by a vital modern record of achievement’, said the mayor.

The wisdom and vision of another progressive Governor of this State, Lachlan Macquarie, almost 160 years ago, formed the nucleus of the closely-knit community which continues to grow in size and stature. The spirit of the hardy pioneer breed of early settlers is woven into the fabric of our history and community life of today. (Official programme)
Scale, proportion and detailing
The new office building was set at the rear of the civic centre site and kept a ‘lower profile to Queen Street, consistent with the general two-storey nature of the older buildings’. This design provided ‘an intermediate scale’ to help its integration with the existing higher 1964 building. (Official programme, 1982)
The building materials for the project ensured that the external finish blended ‘aesthetically with existing buildings and landscape and are architecturally pleasing’, and the ‘finishes are dignified, tastefully chosen and dignified’. (Official programme, 1982)
The proposed building used reinforced concrete as the main structural element, with ‘precast concrete with exposed aggregate finish’ to the exterior walls with anodised aluminium window frames. The internal walls were concrete blockwork with cement rendering.
The new design ‘provide[d] a building of similar bulk possessing a horizontal fenestration opposed the vertical nature of the existing building’ to act as a ‘counterfoil’ to the 1964 office tower. At the end of the design phase, the architects believed that the proposed scheme was both ‘aesthetically and materially adequate’ and ‘integrated functionally and aesthetically’ with the civic auditorium. Brutalism grew out of the early 20th-century modernist movement that is sometimes linked with the dynamism and self-confidence of the 1960s. The characteristics of the style are straight lines, small windows, heavy-looking materials, and modular elements with visible structural elements and a monochromic colouring.
The brutalist-style appeared in the post-war years in the United Kingdom and drew inspiration from mid-century modernism. The style became representative of the new town movement and appeared in modernist UK cities like Milton Keynes. Brutalism was common in the Sydney area in the late 1960s and 1970s and an integral part of the 1973 New Cities of Campbelltown, Camden, Appin Structure Plan.
Consequently, the Campbelltown area has several brutalist-style buildings including Airds High School (1974), Glenquarie Shopping Centre (1975), Campbelltown TAFE College (1981), Macarthur Square (1979), Campbelltown Hospital (1977), and Campbelltown Mall (1984).
The new 1982 office extension reflected how the winds of change from population growth had re-shaped the Campbelltown area since the construction of the 1964 modernist office tower.

I recently attended a seminar day at Picton showcasing the latest Thirlmere Lakes Research presented at The Thirlmere Lakes Third Annual Science Day held at the Picton Bowling Club.
There was a positive tone to the day where stakeholders were supportive of the goals of the research project. The Thirlmere Lakes Research Program aims to shed light on changes in water levels in the lakes by better understanding the land and groundwater of the system.
This was the third day in a series of seminars and was attended by a range of stakeholders including the community, researchers, and state and local government.
A team of scientists from a variety of research institutions presented a variety of papers ranging across lake geology, geophysics, sedimentation, groundwater, surface flow, chemistry, water balance, and vegetation.
The day was an opportunity for academic researchers to collaborate with each other and stimulate further research. Researchers were drawn from University of New South Wales (UNSW), GeoQuEST Research Centre, the University of Wollongong (UOW), the Australian Government and the Australian Nuclear Science and Technology Organisation (ANSTO), Deakin University and the NSW Department Primary Industry and Environment and NSW National Parks and Wildlife Services.
The research project was initiated by community activism started with the Rivers SOS group in 2010 and local concern about mining in the lakes area. Rivers SOS is an alliance of over 40 environmental and community groups concerned with the wrecking of rivers in New South Wales by mining operations.
The science day was very instructive from several perspectives including networking opportunities. Researchers tend to work in silos and conduct their work in isolation from other disciplines. The science day was an opportunity for researchers to interact with each other and generate new ideas from their work.
There was a positive tone around the day where stakeholders were supportive of the goals of the research project. In the past, there are often tensions between stakeholders based on cynicism and lack of trust. There has been a mixed history of community consultations and engagement over policy decisions. In the past city-based decision-makers have shown little regard for the views of small communities. Their concerns have often been ignored.
The science days appear to have generated a significant level of trust between the community and the research team. There has been an open and transparent approach to the research project. Generally, science researchers do not like to present preliminary findings as they may differ significantly from the final results. This can prove problematic. The general community may not be fully aware of this process and can become suspicious and trust falls away.
The science day encouraged community engagement with positive comments from delegates, researchers and seminar day organisers. Before the commencement of the project, there was a high level of community cynicism about government responses to community concerns about the disappearance of the water in the lakes. The research project seems to have ameliorated many community concerns and lessened community cynicism towards decision-makers and the research process.
The second science day was held in June 2018 with five presentations showcasing preliminary findings from research partners. Feedback indicated that there was a strong interest in the early findings and the need for further community engagement – hence the 2020 day.
Announcement of Thirlmere Lakes Research project by the state government
In 2017 the Macarthur press announced the launch of the current Thirlmere Lakes Research project. The South West Voice reported
The research partners, University of New South Wales (UNSW), University of Wollongong (UOW) and Australian Nuclear Science and Technology Organisation (ANSTO), will investigate the sensitivity of these wetland systems to external influences, such as the effects of mining activity and groundwater extraction, over the next four years. The press reports detailed that the 2017 project was built on a 2014 monitoring program that has been continuously recording water levels in the 5 lakes.
The Voice stated that the areas of investigation for the 2017 project included
Geological mapping and geophysical surveys of the Thirlmere Lakes area (UNSW – Dr Wendy Timms);
Environmental isotopes investigations into periodic and recent water losses from Thirlmere Lakes (ANSTO – Dr Dioni Cendón);
Thirlmere Lakes: the geomorphology, sub-surface characteristics and long term perspectives on lake-filling and drying (UOW – Dr Tim Cohen);
Surface Water – Groundwater Interaction (UNSW – Dr Martin Andersen);
Developing an integrated water balance budget for Thirlmere Lakes to provide a detailed understanding of hydrological dynamics (UNSW – Associate Professor Will Glamore). (South West Voice 20 October 2017)
The Thirlmere Lakes National Park is 629 acres located in the Macarthur region and was proclaimed a national park in 1972. In 2000 the national park was inscribed as part of the UNESCOWorld Heritage-listedGreater Blue Mountains Area. The lakes have been a popular recreation spot with local families for many decades.
The Macarthur Bridge across the Nepean River is one of the most important pieces of economic and social infrastructure in the Macarthur area on Sydney’s south-western rural-urban fringe. The bridge can also be regarded as one of the most items of engineering heritage in the Camden Local Government Area. The bridge provides a high-level flood free crossing of the Nepean River which can isolate the township of Camden when the numerous low-level bridges in the area are flooded. The low-level bridges are the Cowpasture Bridge (Camden), the Cobbitty Bridge and the Menangle Bridge.
History and Description
The Macarthur Bridge is named after one of the Camden district’s first land grantees John Macarthur and their pastoral holding of Camden Park, which the family still occupy. There are many descendants of the Macarthur family in the Camden district.
The naming of the bridge also co-incided with the establishment of the Macarthur Growth Centre at Campbelltown by the Askin Liberal Government in 1973 and support from the new Whitlam Federal Government for the Macarthur Growth Region. These were originally part of the 1968 Sydney Region Outline Plan from which the 1973 New Cities Structure Plan for Campbeltown, Camden and Appin appeared.
These were exciting plans that were developed at the time with the provision of extensive infrastructure across the new growth centre. Some of the infrastructure eventuated and many parts did not. The New Cities Plan turned into a developers dream and hastened Sydney’s urban sprawl into the southern reaches of the Cumberland Plan. The Macarthur Region is one of those legacies.
The Macarthur bridge guaranteed flood free access from the Burragorang Coalfields to the Main Southern Railway at Glenlee for American shipping magnate Daniel Ludwig’s Clutha Development Corporation.
This was particularly important given the defeat of the Askin Liberal Governments support for a proposal by Clutha for a rail link between the Burragorang Coalfields and the Illawarra coastline. The Askin government passed special enabling legislation and the issue turned into one of the first environmental disputes in the Sydney basin in the early 1970s.
The high level Macarthur Bridge allowed the diversion of coal trucks from the Burragorang Valley coalfields away from Camden’s main street passing across the low-level Cowpasture Bridge from 1973. Coal trucks then travelled along Druitt Lane and over the Macarthur Bridge to the Glenlee Washery at Spring Farm.
The flooding by the Nepean River of the road access to the township of Camden at the low-level Cowpasture Bridge has been a perennial problem since the town’s foundation in 1840.
In 2002 the NSW Minister for Transport replied to a question from Dr Elizabeth Kernohan, Member for Camden, about the bridge. The Minister stated
I am advised that Macarthur Bridge was built in the early 1970’s on the basis that most of the long distance traffic would use the F5. I am advised that the primary function of the Macarthur Bridge was for use as a flood relief route. It was built parallel to the Cowpasture Bridge at Camden to take the full traffic load when the Cowpasture Bridge is impassable.
I am advised by the Roads and Traffic Authority (RTA) that the bridge referred to was not specifically designed to be widened at a later date. (NSW Parliament, 8 May 2002)
The Macarthur Bridge has a 26-span, 3380 feet (approximately 1.12 km) long concrete structure that carries the Camden Bypass across the Nepean River and its flood plain. The bridge was built between 1971 and 1973, originally to carry Hume Highway traffic, on a flood-free alignment around Camden.
The Camden Bypass
The Camden Bypass is the former Hume Highway alignment between the localities of Cross Roads and Camden. It is marked as State Route 89. The proper route is from Cross Roads, skirting Camden via the Camden Bypass and ending at Remembrance Drive, another part of the former Hume Highway near Camden South.
The Camden Bypass was in turn bypassed in December 1980 when the section of what was then called the South Western Freeway (route F5) from Campbelltown to Yerrinbool was opened. It has grown in importance as a major arterial road linking the Hume Motorway, WestLink M7 and M5 South Western Motorway interchange at Prestons, near Liverpool, with Camden.
Open to traffic and construction details
The official plaque on the bridge states:
The bridge was designed by the staff of the Department of Main Roads and is the longest structure built by the Department since its inception in 1925. Length (Overall) 3380 feet comprising 26 spans each of 130 feet long. Width between kerbs 30 feet with one footway 5 feet wide. Piled foundations (max 90 feet deep) were constructed by the Department’s Bridge construction organisation. Piers and superstructure by contact by John Holland (Constructions) Pty Ltd. Total cost of bridge £2,600,000.
The CHN blogger was out and about at Campbelltown Arts Centre recently on a Friday night at the opening of the 2017 Fisher’s Ghost Art Award.
A packed Campbelltown Arts Centre was filled with keen supporters of the award. They walked around and viewed the art works that had survived the culling process and made it onto the walls and displays.
55 Years of History
2017 is the 55th year of the prize and the finalists had some pretty stiff competition.
There were a diverse range of works. The categories include Open, Contemporary, Traditional, Sculpture, Photography, Primary Students, Secondary Students, Surrealism, Macarthur award for a local artist, Aboriginal, Mentorship Macability award for a work by an artist with a disability.
The Award has a total prize pool of $38000 supported by a range of local sponsors.
Campbelltown Arts Centre is well regarded art institution in the Sydney area under the leadership of director Michael Dagostino.
Camden artist survives cull at the Award
One entrant at this year’s award was Camden artist Sandra Dodds. She survived the cull with her sculpture work Eclipse.
Bringelly artist Brian Stratton had his work Shoalhaven Tapestry hung in the Traditional category.
Brian said about his painting:
‘One of my watercolour paintings of Crookhaven Heads on the south coast of NSW. Over the past three decades I would have painted more than 200 paintings of the north face of this headland. To me this work has more of a feeling of a tapestry, as opposed to a watercolour; hence its title.’
The proceedings on the opening night got under way just after 6.00pm with the official announcements around 7.30pm. The announcement of the winners was introduced by a welcome to country by a local Dharawal elder.
The 2017 judges were curator Tess Allas, artist Dr Daniel Mudie Cunningham and artist Ben Quilty.
In 2017 the carnival was held on Bradbury Oval and was in full swing as the art award winners were announced at the art centre.
The street parade moves along Queen Street and has a variety of community, sporting and business groups with floats and novelties.
Each year the festival has a theme and in the past they have included The Ghost with the Most, The Spirit of Campbelltown, the International Year of the Volunteers, the Centenary of Federation, the National Year of Reading and most recently, the 30th anniversary of the Campbelltown-Koshigaya Sister City relationship.
The Miss Festival Quest, which ran up until the early 90s, was adapted to form The Miss Princess Quest, which has now been running for more than two decades.
The story of the ghost of Fred Fisher
The festival is based around the story of the ghost of Fred Fisher.
The ghost story of Fred Fisher is part of Australian gothic literature and the country’s colonial past. These stories make a statement about the white Australian psyche and the monster within. The landscape is portrayed as a monster in the genry of Australian gothic now and in the past when the early colonials viewed the bush as evil and threatening.
The National Library of Australia outlines the story of Fred Fisher and the songs, stories and legends that flow from it. They claim that it is the most forgotten ghost story in Australia..
This post was prompted by an item in the Oran Park Gazette, an A4 newsletter newspaper. Gazette journalist Lisa Finn-Powell asked: What is the future of the community newspaper?
The local ‘rag’ in our suburb is a free tabloid newspaper thrown onto our front driveway each week. Actually there are two of them, the Camden Narellan Advertiser and the Macarthur Chronicle. Where I live some of these newspapers stay on the neighbour’s driveway for weeks and disintegrate into a mess. Other neighbours just put them in the bin. So not everyone is a fan of the local ‘rag’ in the age of Snapchat, Instagram and Facebook.
Yet others, including those in our household, devour the local newspaper from cover to cover. More than this I clip the local newspapers each week. I compete with others in the household. By the time I get the newspaper there already a holes in it. There is certainly a future for local newspaper in this household.
The local in local newspapers
In the Oran Park Gazette Lisa Finn-Powell maintains that the community newspaper does have a future. She argues that it provides a way for members of the community to support each other by celebrating local events, anniversaries and traditions. Local newspapers make people feel good about their neighbourhood.
From the journalists point of view Finn-Powell maintains that their readers are in their face. Local journalists are ‘up close and personal’ with their readers. The local newspaper, according to Gazette editor Belinda Sanders, shares local stories with local people who all have a story to tell. (Oran Park Gazette, October 2017)
While the purpose of the Gazette’s story was to bolster local advertising editor Belinda Sanders has a point about the importance of local newspapers. Her self-interest is not pie-in-the-sky dreaming. Scholarly literature on newspapers supports her position.
Survival of the local
Media historian Rod Kirkpatrick maintains that community newspapers have survived because of their closeness to their community, their reflections of a community’s values, their contribution to its cohesion, their service to the progress and welfare of their local community.
A similar list has been compiled by regional historian Louise Prowse . She maintains that the local newspaper is central to the life of country towns by underpinning social capital, strengthening social relationships, reflecting the town’s values, valuing local history, having close links to the community, and providing a voice for the community.
Local newspapers, especially country newspapers, tells stories in a different way to the large metropolitan daily newspapers. The country newspaper editor reports in a narrative style and does not obsess about the inverted pyramid. They write feel good articles that are generally not sensationalist. The local newspaper is less likely to need to put a negative spin on a story. The editor goes for the known and comfortable and readers might be living around the corner or have personal knowledge of the people and events.
Camden Advertiser journalist Jeff McGill maintains that the local newspaper creates ‘the strong weave in our social fabric’. After working for the large metro daily he decided he did not like writing negative attack style stories all the time, so he went back to his roots and became a journalist in the local paper. There he could write stories with a positive spin for a readership who personally knew him.
Just as there are significant differences between the closed self-contained rural and regional communities and the large metropolitan areas. There are distinct differences in the practice of journalism between newspapers these two distinct economic, political, cultural, and social landscapes.
Jock Lauterer who wrote Community Journalism: Relentlessly Local says that community newspapers have three things in common:
a readership of less than 50,000,
an exclusive focus on stories with a local connection and
offices accessible to their readers.
So what is community journalism? There are handbooks and guides on community journalism. They provide sections on how to report local council meetings, writing an obituary, wedding or other local celebration. They provide advice about the peculiarities of dealing with local organisations and businesses and other everyday matters. Interestingly Kirkpatrick maintains that city-based journalism would do well to take heed of this style of writing.
Kirkpatrick maintains that journalists on community newspapers need to understand that the daily doings of the community that are of interest to readers. Local celebrations, traditions and events, for example, weddings, funerals, births, fetes, and anniversaries. Few if any of these stories ever make it to the large metro dailies.
The journalist is up-close-and-personal and need to ‘touch the pulse of the local community and fight its battles against’ outsiders. The journalist might find themselves embedded in a small community where they do not have the anonymity of their city-based journalist colleagues.
Journalists in this environment write stories with a degree of depth and understanding of the issue that are important to the local community. He maintains that the journalist has to engage the readership and have a conversation with them about the values that are important to the community.
The journalist needs to capture the ‘priorities, concerns and perspectives on different issues’ of the citizenry.
This is certainly what Lee Abrahams the owner/editor of the The District Reporter does on a weekly basis. She feels that her local newspaper ‘is different from other newspapers’. She aims to tell the ‘local people about their local area and their stories are part of that agenda’.
Abrahams has stated that she writes ‘good stories’ and leaves out the police and ambulance rounds as they often have a negative line.
Abrahams likes reporting the small and strong and raising public awareness, by informing and keeping public interest. In particular she attempts to cut through the spin from the state government and give the story a local angle. (Camden History, vol 3, no 1, 2011)
This type of difference that can be identified in the country press is not new and is typical of earlier times. One example was wartime.
A point of difference, the local press and war
This blogger has written about the country press in wartime and examined its crucial role in patriotic volunteering and fundraising, keeping up morale, supporting the war effort and a host of other issues.
I particularly looked at the role of the owner/editors of two local newspaper in a small country town during the Second World War and how these local identities used their influential role on their reportage in their newspapers.
I recently put up a conference proposal for a paper on how country newspapers reported during the First World War. The abstract for the proposal went in part as follows:
Country newspapers provide an archive record of the First World War that is identifiably different from the large metropolitan daily newspapers of the war period. The local newspaper has a number of differences that are related to their localness and parochialism, their relationship to their readership, their promotion of the community and their approach to the news of the war. The local newspaper recorded the subtleties of local patriotism and wartime voluntarism and fundraising, the personal in soldier’s letters, the progress of the war and a host of other issues.
Digital disruption – just the latest challenge
Will local newspapers survive in the age of digital disruption?
Rachel Matthews says in her article on the provincial media in Routledge Companion to British Media History writes that the demise of local newspaper has been predicted on numerous occasions. Matthews goes to outline six historical phases to the development of provincial newspapers over the last 300 years and are:
the local newspaper as opportunistic creation;
the characterization of the local newspaper as the fourth estate;
the impact of New Journalism;
the growth of chain control,
the move to computerised production and the advent of free newspapers;
the provincial press in the digital age.
She concludes that these challenges provide ‘far reaching implications’ for the British provincial press.
The Macarthur region is located on Sydney’s south-western rural-urban fringe and is one of the fastest growing regions in Australia.
The local newspapers in the Macarthur region have changed in recent years as online sites suck up their advertising revenue. Where once our local edition of the Camden Narellan Advertiser might have run to 110 pages an issue they have shrunk to 60-70 pages.
Yet where there was once just one local edition of a newspaper there is now three in this ever growing area on Sydney’s rural-urban fringe.
The Advertiser is now published in three separate editions as the Campbelltown, Camden Narellan and Wollondilly Advertiser. A similar thing has happened to the Macarthur Chronicle, a part of the News Ltd stable.
As the regional population has grown so new opportunities have opened up for local suburban newspapers to fill the gap in the market place. The Oran Park Gazette, and its stable mates across Western Sydney, have filled some of these gaps that have appeared in the new suburbs.
Media historian Rod Kirkpatrick points out that war has had lasting changes on the nature of the provincial press. He maintains that wars ‘have traditionally been a trigger for the emergence of newspaper or for significant change in their industry’. During the peace politics dominates, but during the conflict the war dominates the stories.
In country newspapers the war is on the front pages. While the First World War put cost pressures on the Australian press the voracious appetite at home for news of the war and sales of metro dailies soared during the conflict.
Newspapers shrunk and reportage of stories became terse and condensed. This contrasted with the convoluted narrative reporting style of the pre-war years.
The future in a digital age
So is there a future for the local paper in the digital age? I think so.
There is a craving for the authentic and personal to people can connect with their neighbourhood, even in the suburbs.
The internet is impersonal, the local newspaper is not. The local newspaper still has many challenges to meet especially around monetising advertising in the age of Google and Facebook.
With creativity and persistence the local newspaper will meet these challenges and be a part of the media landscape into the future. The local newspaper has changed in some communities to that it is an A4 newsletter newspaper.
The Oran Park Gazette, a free monthly A4 newsletter newspaper which boasts on its banner heading that it is ‘your community news’. It is published on the first week of each month and distributed to the new suburbs of Oran Park, Harrington Park, Gregory Hills and Harrington Grove. It started publication in November 2015 with a circulation of 3,500 and is part of a stable of five mastheads in the Flynnko Group.
The District Reporter is a free weekly tabloid of 16pp with a circulation of 17,000 across a footprint of 37,000 homes published by Wombaroo Publications in Camden. The newspaper started in 1997 in the Austral area by Lee Abrahams (editor) and Noel Lowry (sales). The masthead is blue and green to reflect the rural landscape of the sky and grass. They filled a gap left by the demise of the Camden Crier. The Reporter circulates in the Camden and Wollondilly Local Government Areas. (Camden History, vol 3, no 1)
The Menangle News is a free monthly newsletter newspaper of 4-6 pp. It is published in the Menangle village by husband and wife team Sue and Brian Peacock. It has a circulation of 218 and distributed throughout the village. It started life in 1980 as a duplicated news-sheet run off on a Gestetner copy machine. It only carries stories from the village which as a population of around 1200. It is truly local. (Camden History, vol 4, no 3)
This is a free tabloid that has been published twice since its launch in November 2016 in Camden. The Independent South-West is published by King Media Regional in Bowral, and is part of a stable of four mastheads. The 20pp tabloid is printed in colour on glossy paper. Editor Jane King states in Issue 1 that the paper will serve the local community and employ local people. The initial print run of 10,000 was distributed throughout the Camden LGA.
The Macarthur region is an area made of the Camden, Campbelltown and Wollondilly Local Government areas and is a formal region with an arbitrary political boundary. Regions come in all shapes and sizes from formal regions with definite boundaries, to geographic regions based on landform types, to regions of the imagination with no real boundaries at all. They are a useful tool to examine communities, and despite falling out of favour with some, still have a place in the popular imagination and provide a useful analytical tool.
Origins of the Macarthur region
The first official use of the term Macarthur as a regional place-name was the proclamation of the new Federal seat of Macarthur in 1949 after the 1948 re-distribution and the Federal House of Representatives was increased from 75 to 122 members. The new seat of Macarthur was named after the colonial wool pioneers John and Elizabeth Macarthur of Camden Park, which according to a recent heritage report from TKD Architects ‘is the most important surviving early colonial estate in Australia and ranks amongst the most historic houses in Australia’. The original land grant to John Macarthur in 1805 took place on the Nepean River floodplain and eventually the familiy’s colonial estate of Camden Park covered parts of what is now the Campbelltown, Camden and Wollondilly LGAs.
Commercialisation of the Macarthur region
The use of the Macarthur place-name got a leg up in 1958 when local media baron Sydney Richardson felt that local regionalism provided a great business opportunity. There were enough unifying characteristics across the three country towns of Camden, Campbelltown and Picton, he thought, that justified launching a new regional newspaper using the Macarthur masthead. He re-named the Camden Advertiser, a free Camden weekly newspaper he took over from Ken Gibson in 1955, as the Macarthur Advertiser. Richardson had two competing newspapers – the Camden News and the Camden Advertiser – in the same Camden market place. He had previously purchased both the Camden News and Campbelltown News from the Sidman brothers in 1952. Richardson promoted the Macarthur Advertiser as a free regional newspaper and expanded its circulation to included Campbelltown and Picton. The newspaper had a broad regional compilation of news and advertisements from the three towns and he ‘forged and popularized a new regional name for Campbelltown, Camden and Wollondilly’.
In 1982 Richardson merged the Macarthur Advertiser with other local newspapers – Campbelltown-Ingleburn News, Camden News and Picton Post – which he had previously sold to Suburban Publications, a joint venture between John Fairfax and Sons and Australian Consolidated Press, in 1969.  Richardson’s new regional newspaper prospered and was a builder of community and identity by being a regional voice and notice board for the first time, and in the process strengthened people’s attachment to the concept of a regional identity.
Town planners and administrators strengthened the official support for the use of the Macarthur place-name in 1975 with the establishment of the Macarthur Development Board, with its head office in Campbelltown’s heritage precinct. Peter Kacirek, the chairman of the Sydney SW Sector Planning and Development Board, renamed it as the Macarthur Development Board, against much local opposition. Local residents felt that the legacy of Governor Lachlan Macquarie was affronted, by those who proclaimed the town in 1820.
The purpose of the Macarthur Development Board was to implement the 1973 New Cities Structure Plan for Campbelltown, Camden and Appin as part of the 1968 Sydney Regional Outline Plan. The New Cities Plan called for the development of the Macarthur growth centre, located away from the Campbelltown central business district in Queen Street. The aim of the Macarthur Development Board was to ‘plan, co-ordinated implement’ the New Cities Plan with power to compulsory acquisition of land. Town planner James Deane, from the Urban Development Institute of Australia, felt that the name Campbelltown should be completely abolished and replaced with the City of Macarthur. The New Cities Plan incorporated the colonial story of the Macarthur family and Camden Park and felt that the Macarthur legacy was essential to the identity of the new growth centre. The board stated in 1976 that ‘the area of Macarthur is steeped in rich tradition and much of the early history of New South Wales was recorded here. The aim of the Board it to link the historic past with an exciting and vigorous future and to plan for the enjoyment and benefit of all members of the community’. Unfortunately the Macarthur family felt otherwise and sold most of the pastoral property to housing developers in 1973 against a national outcry.
To the disappointment of many the Macarthur growth centre was a short lived town planner’s pipe-dream. The new regional centre was planned to have high-rise office blocks, conference facilities, sports stadiums, transport interchange and become a city within a city and to be located on Campbelltown Golf Course (1971), which was acquired against significant local opposition. There was some progress within the growth centre precinct with the construction of Macarthur Square (1979), Macarthur Railway Station (1985), the Macarthur Institute of Higher Education (1983) and the launch of a new Macarthur community radio station 2CT (1978) yet the new TAFE college (1981) and hospital (1977) both carried the place-name Campbelltown, not Macarthur. The Federal Whitlam government promised funding of $25 million in 1975, which was slashed in 1976 to $2 million dollars by the incoming Fraser Government but by 1978 all funding had dried up. Open hostilities broke out between Campbelltown City Council and Macarthur Development Board over the ‘regional centre’ in 1979 when the Wran state government approved the construction of Macarthur Square funded by State Super. The Macarthur Development Board continued to foster the regional centre over Campbelltown’s Queen Street precinct as the retail and community hub in 1980, and by 1984 the Board was $200 million in debt. Peter Kacirek was sacked and Ian Henry, former Campbelltown council planner, was appointed by the state government. In 1985 the regional centre was slashed by Wran Labor state government and the Board was stripped of planning power and restructured to Macarthur Development Corporation, which was a small promotion unit. Ian Henry stated that the Macarthur Development Board was ‘an over-expanded planner’s dream turned nightmare’ and in 1989 the MDC restructured and renamed Business Land Group, which was little more that a sales unit. The Macarthur growth centre road crash had been driven up onto the rocks of divisiveness by the state government’s push of large scale public housing into the Campbelltown area, the development of the ‘ugly Campbelltown’ stereotype and the moral panic that ensued.
With the failure of the Macarthur growth centre another official attempt at developing Macarthur regionalism occurred in 1986. The Hawke Federal Government played a role in development of Regional Organisations of Councils (ROCs) through the Federal Government’s Office of Local Government and its Local Government Development Program. It came out of the Hawke government’s conviction that local authorities could make a positive contribution to the Commonwealth’s national economic reform strategy. The Camden, Campbelltown and Wollondilly LGAs came together in 1986 as MACROC, the Macarthur Regional Organisation of Councils with its headquarters in Campbelltown. MACROC’s charter states that its aim is to ‘promote a regional approach to issues’ and to develop ‘regional facilitation, planning and coordination’, to promote ‘a regional economic growth strategy’ and ‘provide a voice for regional issues’. MACROC has had mixed success, and while some accuse it of being a talkfest, its presence has supported Macarthur regionalism. MACROC spokesperson Christine Winning defends its role as in regional advocacy and states that has a achieved a number of outcomes of regional importance in the areas of job creation, economic growth, education, small business, local government, environment and tourism since its foundation.
Over the years Macarthur regionalism has had mixed support by the local business and community voluntary organizations. A survey of telephone listings of local businesses in 2011 indicated that only 156 business listings used the term Macarthur in their business name, for example, Macarthur Tavern, Macarthur Camera House and of these 61 businesses were located in Campbelltown, while the remainder were located in other local suburbs. On the other hand the traditional names of the country towns of Camden, Campbelltown and Picton were the preferred option for business names with 134 had Camden in their business name, while 140 used Campbelltown in their business name, for example, Camden Towing Services and Campbelltown Car Detailing. A search of the 2014 Wollondilly Business Directory reveals that 24 businesses have used the Picton place-name, while at a district level even the Telstra telephone listings were located in the 2013 Campbelltown Telephone Directory which included Camden and Picton.
Amongst local businesses there are some prominent and enthusiastic supporters of Macarthur regionalism as a coherent market place and branding that has a distinctive identity. Most notably In Macarthur lifestyle magazine publisher David Everett who has stated that his support for Macarthur regionalism for his business ‘seemed obvious and wasn’t really a decision’. Everett’s quarterly magazine started in 1999, has a print run of 20,000, is published in Campbelltown and is distributed throughout the three LGAs at points in Macarthur Square, Campbelltown, Camden, Narellan, Mt Annan, and Picton. Everett feels that Macarthur is a different geographic region to Sydney’s south west, ‘is culturally quite different’ and has ‘a sense of community’, which he maintains is ‘quite rare in the rest of Sydney’. He states that there is ‘a distinct region [which] feels like a region’ and the ‘name describes quite an organic community’ across all three LGAs. Amongst other local businesses that use the regional branding is the Macarthur Credit Union, which adopted the Macarthur name in 1978. The credit union wanted to extend its brand and grow its customer base and changed it name in 1978 from the Clutha Employees Credit Union, which was established in 1971, to the Macarthur Mutual Credit Union and extended membership to the local community. It then progressively established branches across the region starting with Picton in 1979, Camden 1979, Narellan 1990, Tahmoor 1994. It changed its name in 1994 to Macarthur Credit Union and started a mobile service at Oran Park.
Local media outlets are prominent supporters of Macarthur regionalism including Community radio station 2MCR, which started operations on the 1989 and promotes itself as “Heart of Macarthur”. It was the first radio station aimed at broadcasting to the Macarthur region, are staffed and operated entirely by volunteers and broadcasts 24 hours a day, 7 days a week. The local commercial radio state C91.3, which has been on air since 2001, uses a call sign 2MAC and the slogan ‘Macarthur First’. It has a limited broadcast area of the major centres of Campbelltown and Camden under Federal Government broadcast regulations and is owned by WIN Corporation. The local print media have been supporters of Macarthur regionalism for decades, although in recent years have responded to the resurgence of localism under the influence of globalization by re-establishing local editions of Macarthur regional newspaper titles (mentioned earlier).
The voluntary sector has had a role to play in promoting Macarthur regionalism through the establishment of the Macarthur Country Tourist Association in 1978. The association had the supported of Campbelltown, Camden, Wollondilly and Liverpool councils, although it collapsed in 1994 after Wollondilly Shire withdrew support. In 1996 after the collapse of the association, Camden Council set up the Camden Interim Tourist Committee and continued to operate independently from Oxley Cottage in Narellan. In 2008 Camden and Campbelltown LGAs started a joint tourism project as part of the Macarthur Tourism Action Plan which was marketed as Destination Macarthur, and was influenced by Tourism New South Wales’s Destination Development Program and the 2007 Griffith Local Government and Shires Association Tourism Conference which used the theme Tourism – An Investment.
The community voluntary sector has a mixed response for its support of Macarthur regionalism. An examination of the 2005 Camden Community Directory only has 53 voluntary organizations that used Macarthur in their title, out a total listing of 380 entries. One current regional organization is the Macarthur Community Forum, which is an inter-agency organization which was incorporated in 2000 and changed its name to Sector Connect in 2008. It covers the four local government areas of Campbelltown, Camden, Wollondilly and Wingecarribee and acts a peak organization for the not-for-profit sector across the LGAs. The organization operates Volunteering Macarthur and acts as an agency for other government related services including Macarthur Youth Services Network and MacUnity. Other regional voluntary organizations range from the Macarthur Rural Fire Service to regional sporting organizations including Macarthur District Soccer Football Association and Macarthur Basketball Association, while 2013 saw the birth of Quota International of Macarthur after the demise of the Camden Quota Club.
Conclusion and challenges
Macarthur regionalism in the communities of Campbelltown, Camden and Picton has had a mixed history with government, business and the voluntary sector. While business has identified Macarthur as a separate market place it is yet to be fully developed, and the voluntary sector is still very localised. The Camden, Campbelltown and Wollondilly Local Government Areas do acknowledge the Macarthur story particularly in their tourism promotions, yet little elsewhere.
Macarthur regionalism has not been fully embraced by each of the former country towns of Camden, Campbelltown and Picton. They were all once small closed rural communities with their own sense of place. Each community had a natural distinctiveness that has contributed to their identity and parochialism that tends to work against regionalism.
The most important unifying theme between Campbelltown, Camden and Picton today is their peri-urban location, on the city’s rural-urban fringe. This location fosters Macarthur regionalism as Sydney’s urban growth threatens re-shape place in these communities.
