Camden, a Macarthur family venture

The private English-style estate village of James and William Macarthur

The establishment of Camden, New South Wales, the town in 1840, was a private venture of James and William Macarthur, sons of colonial patriarch John Macarthur, at the Nepean River crossing on the northern edge of the family’s pastoral property of Camden Park. The town’s site was enclosed on three sides by a sweeping bend in the Nepean River and has regularly flooded the surrounding farmland and lower parts of the town.

The site of Camden was within the 5000 acres granted to John Macarthur by the 2nd Earl Camden [3.2], the Secretary of State for War and the Colonies, in 1805, while Macarthur was in England on charges for duelling. Macarthur was a fractious quarrelsome self-promoter who arrived in NSW with his wife Elizabeth and family in 1790 as paymaster of the New South Wales Corps. The Corps (sometimes called The Rum Corps) was formed in England in 1789 as a permanent regiment of the British Army to relieve the New South Wales Marine Corps, which had accompanied the First Fleet to Australia in 1788 to fortify the colony of NSW.

The town’s site, as part of the Macarthur grants, was located on some of the finest farming country in the colony in the government Cowpastures reserve on the colonial frontier. The grants were part of the dispossession of traditional lands of the Dharawal people by the British settler colonial project and inevitably led to conflict and violence. Macarthur claimed that the town’s establishment threatened the security of his landholdings at Camden Park and opposed it during his lifetime. On his death in 1834, his sons had a different worldview and moved to establish an English-style estate village dominated by a church.

A fine Gothic-style church

The ridge-top location of St John’s Church (1840) on the southern end of the town meant that it towered over the town centre and had a clear line of sight to the Macarthur family’s Georgian mansion at Camden Park 2.6 miles to the southwest. The fine English Gothic-style church was funded mainly by the Macarthur family and has been the basis of the town’s iconic imagery. There were a number of large gentry estates built on convict labour in the surrounding farmland, the largest being the Macarthur family’s Camden Park of over 28,000 acres.

Many immigrant families came to the area under Governor Bourke’s 1835 plan and settled on the gentry estates as tenant farmers, some establishing businesses in Camden. The first land sales in the village occurred in 1841, which stifled the growth of the existing European settlements in the area. The population of Camden grew from 242 in 1846 to 458 in 1856, although the gentry’s estates still dominated the village. Camden Park, for example, had a population of 900 in 1850.

English-style gentry

The English-style gentry practised philanthropy in Camden to maintain its moral tone. Elizabeth Macarthur Onslow, John Macarthur’s granddaughter, encouraged the maintenance of the proprieties of life, moral order and good works, as well as memorialising her family by donating a clock and bells to St John’s Church in 1897. She also marked the memory of her late husband, Captain Onslow, by providing a public park in 1882 named after her husband (Onslow Park), which is now the Camden showground.

Transport hub

Camden became the district’s transport hub at the centre of the road network, primarily set by the pattern of land grants from the 1820s. The earliest villages in the district predated Camden and then looked to Camden for cultural and economic leadership as the district’s major centre. The arrival of the Camden tramway in 1882 meant that silver ore west of the district (1871) was shipped through the Camden railhead to the Main Southern Railway from Sydney.

Progress assured

Combined with rail access to markets, the town’s prosperity was assured by a series of technical and institutional innovations that transformed the dairy industry in the 1890s. In the 1920s, the Macarthur family set up the Camden Vale Milk Company and built a milk processing plant at the eastern end of the main street adjacent to the rail line. Whole milk was railed to Sydney and bottled under its label until the mid-1920s. Milk was delivered daily to the factory by horse and cart until the 1940s from local dairy farms.

Camden’s progress saw the construction of a new bank (1878), the commencement of weekly stock sales (1883), the formation of the Camden Agricultural, Horticultural and Industrial Society and the first Camden Show (1886), a new post and telegraph office (1898), the foundation of two weekly newspapers (Camden Times, 1879, Camden News, 1880), a new cottage hospital (1898), the formation of a fire brigade (1900), the opening of a telephone exchange (1910), the installation of reticulated gas (1912), electricity (1929), town water (1899) and the replacement of gas street lighting with electric lights (1932), and a sewerage scheme (1939). By 1933 the population of the town had grown to 2394.

First local council

The first attempt at local government in 1843 was unsuccessful. A meeting of local notables formed the municipality of Camden at a public meeting in 1883. Still, it was not until 1889 that the municipality was proclaimed, covering 7,000 acres and including Camden and the neighbouring village of Elderslie. Nine townsmen were elected aldermen at the first election that year, and the first meeting was held at the School of Arts. In 1993 the Camden Municipal Council eventually became the Council of Camden.

Street names

Camden’s 1840 street grid is still intact today, with streets named after members of the Macarthur family – John Street, Elizabeth, Edward Street – and NSW colonial notables – Oxley Street, Broughton Street, Mitchell Street. The main highway between Sydney and Melbourne (the Hume Highway) passed along the main street (Argyle Street), until it was re-routed in 1976. The town’s business centre still has several Victorian and Art Deco shopfronts.   

Some charming Federation and Californian bungalows in the church ridge-top precinct were the homes of the Camden elite in the early 20th century. The precinct is the site of Macarthur Park (1905), which was dedicated to the townsfolk by Elizabeth Macarthur Onslow and contained the town’s World War One cenotaph (donated by the Macarthur family).  

John Street heritage precinct

John Street runs north-south downhill to the floodplain from the commanding position of St John’s church. Lower John Street is the location of the Italianate house Macaria (c1842), St Paul’s Catholic church and the government buildings associated with the Camden police barracks (1878) and courthouse (1857), and Camden Public School (1851). This area also contains the oldest surviving Georgian cottage in the town area, Bransby’s Cottage (1842). Lower John Street has the Camden Temperance Hall (1867), which later served as Camden Fire Station (1916–1993), and the School of Arts (1866), which served as the Camden Town Hall, while the rear of the building was occupied for a time by Camden Municipal Council.

Volunteerism

Community voluntary organisations have been part of Camden’s life from the town’s foundation. In the late 1800s, they were male-dominated, usually led by the landed gentry, and held informal political power through patronage. James Macarthur sponsored the Camden School of Arts (1865) and Agricultural, Horticultural & Industrial Society (1886), later called the Camden Show Society, while the non-conformists sponsored various lodges and the temperance movement. A small clique of well-off local women established several conservative women’s organisations after Federation. Their social position supported their husbands’ political activities, and the influence of the Macarthur family was felt in these organisations, for example, the Camden Red Cross and Country Women’s Association.

Many men and women from Camden and the district saw military service in the Boer War and later World War One and Two when residents set up local branches of national patriotic funds and civil defence organisations. On the outskirts of the town, there were active defence establishments during World War II, including an airbase, army infantry, and training camps.

Coal mining

Economic prosperity from coal mining in the district’s western part challenged old hierarchies in the postwar years, replacing the old colonially-based rural hegemony. New community organisations like Rotary and later the Chamber of Commerce fostered business networks in the town. The Camden Historical Society (1957) promoted the town’s past and later opened a local museum (1970).

Urbanisation

The New South Wales state government decreed that the town would become part of a growth area in the form of ‘new cities’ under the Macarthur Growth Centre Plan (1973), modelled on the British Garden City concept. Increasing urbanisation threatened the town’s identity and the number of community members formed by the Camden Residents’ Action Group (1973).

In 2007 Camden was the administrative centre of the Camden Local Government Area, which had a population of over 51,000 (2006) and an area of 201 square kilometres.  The Camden LGA became part of the state government’s Sydney South West Growth Centre, planned to house 500,000 new residents, and is one of Australia’s fastest-growing urban areas.  

Wave of nostalgia

Increasing levels of Sydney’s urbanisation have continued, threatened the loss of rural landscapes around the town, and awakened a wave of nostalgia. The NSW state government created the Camden Town Conservation Area (2008) based on the mid-20th century country town that aimed at preserving the town’s integrity and material fabric.

Sunday sport banned in Camden

The day sport was banned on Onslow Park

Camden has a fine tradition of sport dating back into the 19th century. But one day in 1925 Camden’s civic leaders banned Sunday sport at Onslow Park.

There was no public outcry. There were no protests in the street. It passed without a murmur.

So what prompted this momentous decision?

A letter to Camden Municipal Council in early 1925 from  Rev CJ King, rector of St Johns Church, and Rev AH Johnstone, minister at the Camden Methodist Church, complained about a clash between religious services held on Onslow Park and a number of Sunday cricket matches. Originally Onslow Park had been made available to the Camden community by Sir William Macarthur and Mrs Elizabeth Onslow in 1882 from their pastoral property of Camden Park. The 10 acres had been put into a trust (a deed of gift) that allowed the area to be used by ‘inhabitants and visitors to the town and district as a pleasure ground and place of recreation’. The trustees were JK Chisholm, HP Reeves, E Simpson, and F Ferguson. (Camden News, 16 September 1897)

Recreation Grounds

William Theobald writes that recreation grounds date back to the ancient Sumerians and Egyptians around 2000 BC. During Ancient Greek and Roman times these parks and open spaces were the privilege of the elites. In England the story of recreation grounds dates back to the 14th century when wasteland, or the local village common, reserved for grazing cows was made available for children’s play and ‘young people’ (men) after the days work.

London’s Royal Parks were opened to the public on Sundays with the first being Hyde Park in 1635. Urban recreation grounds were a Victorian innovation in response to the unhealthy aspects of the Industrial Revolution and the desire by Victorians to improve the physical and spiritual well-being of town dwellers. St James Park in London was the first public park opened in 1835.

Pleasure Ground

The concept of a public pleasure ground outlined in the Onslow Park 1882 Deed of Gift dates back to Ancient Romans and usually related to landscaped gardens. In England pleasure grounds were gardens opened for entertainment and recreation from the 18th century and often had concert halls, bandstands, zoos, amusement rides and menageries.  

These were the influences and traditions that encouraged the Macarthur family to dedicate Onslow Park to the Camden community in 1882. The family were always interested in improvements in the well-being of the local population.

The earliest references to Camden sport on Onslow Park date back to the mid-1890s with local football matches. There was  a press report of a lively rugby match between Camden and Campbelltown and consideration was given to the formation of the football club. (Camden News, 13 June 1895)

Onslow Park Act 1924 (NSW)

The background story of the Sunday sporting bans had been complicated when the responsibility for Onslow Park had been transferred to the council from the Onslow Park Trust and the Camden AH&I Society in 1924 by an act of parliament. The New South Wales government specified in the Act that the ground was to be used for ‘public recreation’ (Onslow Park Act 1924 (NSW)).  The ground trust was represented by FA Macarthur Onslow of Camden Park, and the Camden AH&I Society by GM Macarthur Onslow, and TC Barker of Maryland.

The Sunday ban on sport lasted into World War Two and only changed after it was challenged by Camden barber Albert Baker when he established the Camden Soccer Club in 1943. He wanted to encourage Sunday sporting matches between the Camden civilian population and personnel at local defence establishments. These establishments included the RAAF Base at Camden Airfield, the Narellan Army Camp and the Eastern Command Training School at Studley Park, Narellan.

Even earlier war the Sunday sporting ban had remained in place after Rev AE Putland from the Camden Methodist Church had raised objections to Sunday cricket in 1941.(Camden News 13 March 1941) 

‘Too hot to handle’

Baker’s challenge to the sporting ban was discussed by Camden Municipal Council in mid-1943 when a rescission motion was placed on the council business papers.

The rescission motion was highly contentious and was considered ‘too hot to handle’ by council aldermen.

The proposed solution was a referendum.

The opposing camps divided on religious lines. The Methodists conducted the ‘No’ campaign and handed out literature in Argyle Street. The ‘Yes’ vote was supported by the soccer club, St John’s Church of England and their supporters. There were heated letters in the Camden News, and George Sidman, its owner and an active Methodist, remained impartial during the whole debate.

Eventually common-sense prevailed and the result was a resounding ‘Yes’, with 393 votes, to 197 ‘No’ votes, and as far as Sidman was concerned that was the end of the matter. The soccer competition between the military and the Camden community proved to be a complete success. (Camden News, 1 July 1943, 15 July 1943, 22 July 1943, 29 July 1943, 5 August 1943.)

Other communities with defence establishments did not have similar problems. For example at Temora RAAF airmen became involved in cricket and tennis, and Women’s Australian Auxiliary Air Force (WAAAF) personnel played basketball, while in Albury the military joined local sporting competitions (Maslin, Wings Over Temora, p. 29; Pennay, On the Home Front, p. 32.).

Camden’s heritage inventory

Camden heritage mysteries solved

In 2015 I posted an item called ‘Camden’s mysterious heritage list’. In it I complained about the travails of trying to navigate Camden Council’s website to find the Camden heritage inventory. I wrote:

Recently I needed to consult Camden’s heritage inventory list for a research project. I also consulted similar lists for Campbelltown and Wollondilly LGAs. They were easy to find. Camden’s list was mysteriously hiding somewhere. It had to exist. The council is obliged to put one together by the state government. But where was it? Do you know where Camden Council’s heritage inventory is to be found? I did not know. So off I went on a treasure hunt. The treasure was the heritage list.

I am very happy to report that many things have changed since 2015.

Camden Council Heritage Advisory Committee

Today Camden Council has a Heritage Advisory Committee which has taken a lead in promoting heritage in a number of areas.

The committee held its first meeting in August 2018 and the minutes of all meetings are located on the committee website.

Committee member LJ Aulsebrook has written about the activities and role of the committee in Camden History, the journal of the Camden Historical Society.

The Camden Historical Society has an ex-officio position on the Heritage Advisory Committee and the president is the nominee of the society.

One of the outstanding activities of the committee was the 2019 Unlock Camden held during History Week run by the History Council of New South Wales. The Camden event was co-ordinated by LJ Aulesbrook.

The aim of the Heritage Advisory Committee are outlined in the Terms of Reference. The ToR states that the HAC aims :

To promote heritage and community education by:
a) Generating a wider appreciation of heritage through public displays,
seminars, participation in the annual National Trust Heritage festival &
history week;
b) Promoting and coordination of heritage open days;
c) Generating a greater understanding and appreciation of Aboriginal
heritage in Camden Local Government Area;
d) Actively encouraging conservation and maintenance of heritage items
and heritage conservation areas to owners and the general public;
e) Investigating grant opportunities;
f) Investigating opportunities for Council run awards/recognition in
response to good heritage work;
g) Developing a register of local heritage professionals and tradespeople;
and
h) Assisting in developing education packages for information, school
education, and best heritage practices.

What is Camden heritage?

Camden Council defines heritage as

Heritage is something that we have inherited from the past. It informs us of our history as well as giving us a sense of cultural value and identity. Heritage places are those that we wish to treasure and pass on to future generations so that they too can understand the value and significance of past generations.

Heritage makes up an important part of the character of the Camden Local Government Area (LGA). Camden’s heritage comprises of a diverse range of items, places, and precincts of heritage significance. Items, places or precincts may include public buildings, private houses, housing estates, archaeological sites, industrial complexes, bridges, roads, churches, schools, parks and gardens, trees, memorials, lookouts, and natural areas. Heritage significance includes all the values that make that item, place or precinct special to past, present and future generation.

Camden Council has recently offered advice on for owners who want to restore their residential properties along heritage lines. The advice covers materials, colours, and finishes for Victorian, Edwardian and Mid-century residential architectural styles in the Camden Town Conservation area.

Hope, heritage and a sense of place – an English village in the Cowpastures

Camden Heritage Conservation Area

In 2006 Camden Council designated the Camden town centre as a  Heritage Conservation Area, and later incorporated it in the  2010 Local Environment Plan. A heritage conservation zoning, according to Camden Council, is :

 an area that has historic significance… [and]… in which historical origins and relationships between the various elements create a sense of place that is worth keeping.

Historic significance

Several writers have offered observations on Camden’s historical significance.

Historian Ken Cable argued in the 2004 Draft Heritage Report prepared by Sydney Architects Tropman and Tropman that: Camden town is a significant landmark in the LGA.  

In 2006 Sydney architect Hector Abrahams stated that Camden was ‘the best-preserved rural town in the entire Cumberland Plain’ (Camden Advertiser, 28 June 2006).

Historian Alan Atkinson has argued that Camden is ‘a profoundly important place’, while historian Grace Karskins maintains that ‘Camden is an astonishingly intact survival of early colonial Australia’.  

 

Sense of place

In the early 20th century poets, artists and writers waxed lyrical that the town was like ‘a little England’.

Camden Council documents stress the importance of rural nature of the town for the community’s sense of place and community identity.

This is quite a diverse range of views.

This blog post will look at the historical elements that have contributed to the town’s sense of place, and ultimately its historical significance.

While none of these elements is new, this is the first time they have been presented this way.

 

A private venture of Englishmen James and William Macarthur

The village was a private development of Englishmen James and William Macarthur on the family property of Camden Park Estate.

The Macarthur brothers had their private-venture village of Camden approved in 1835, the street plan drawn up (1836) and the first sale of land in 1841.  All within the limits of Camden Park Estate.

The Macarthur brothers had another private venture village at Taralga on Richlands and Menangle on Camden Park Estate.

Creation of a little English village

The notion of an English-style village on the family estate must have been an enticing possibility for the Macarthur brothers.

In the Camden village, James and William Macarthur named streets after themselves and their supporters. They include John Street, Macarthur Road, Elizabeth Street, Edward Street, Broughton Street, Exeter Street, Oxley Street, Mitchell Street. The Macarthur family and funded the construction of St John’s church on the hill and donated the surrounding curtilage.

The Macarthur brothers created vistas from the family’s Georgian hilltop Georgian mansion across the Cowpastures countryside to their Gothic-style village church.

The Englishness of the Camden village entranced many visitors and locals, including artists and writers. On a visit in 1927, the Duchess of York claimed that the area was ‘like England.’

 

Strategic river crossing into the Cowpastures

The village was strategically located at the Nepean River ford where the first Europeans crossed the river. By the 1820s the river crossing was the main entry point to Macarthur brothers’ Camden Park Estate, the largest gentry property in the area.

The situation of the village on the Great South Road re-enforced the Macarthur brothers economic and social authority over the countryside.

The river crossing was one of the two northern entry points to their realm of Camden Park Estate, the other being at the Menangle.  Menangle later became another private estate village.

The Macarthur village of Camden would secure the northern entry to the family’s Camden Park estate where the Great South Road entered their property. By 1826 the river ford was the site of the first toll bridge in the area.

None of this was new as the river crossing had been the entry into the Cowpastures reserve declared by Governor King in 1803. The site was marked by the police hut in the government reserve at the end of the Cowpasture track from Prospect.

 

English place names, an act of dispossession

The Camden village was part of the British imperial practice of placing English names on the landscape. The name of the village is English as is the gentry estate within which it was located – Camden Park.

English place names were used in the area from 1796 when Governor Hunter names the site the Cow Pastures Plain. The Cowpastures was a common grazing land near a village.

Naming is a political act of possession, or dispossession, and is an active part of settler colonialism.

The Cowpastures was a meeting ground in between the  Dharawal, the Dharug and the Gundungurra people. The area was variously known as ‘Baragil’ (Baragal)’ or Benkennie (dry land).

Indigenous names were generally suppressed by English placenames until recent decades.

Initially, the Wild Cattle of the Cowpastures that escaped from the Sydney colony in 1788 occupied the meadows of the Nepean River floodplain.

The Cowpastures became a contested site on the colonial frontier.

The foundation of the Macarthur private village venture was part of the British colonial settler project.

The first Europeans were driven by Britain’s imperial ambitions and the settler-colonial project and could see the economic possibilities of the countryside.

Under the aims of the colonial settler project, as outlined by Patrick Wolfe and later LeFevre, the new Europeans sought to replace the original population of the colonised territory with a new group of settlers.

Hunter’s naming of the Cowpastures was the first act of expropriation. Further dispossession occurred with the government reserve, and later Governor Macquarie created the government village of Cawdor in the centre of the Cowpastures.

The Europeans seized territory by grant and purchase and imposed more English place names in the countryside, and created a landscape that mirrored the familiarity of England.

The colonial settlers brought Enlightenment notions of progress in their search for some kind of utopia.

 

Cowpasture patriarchs

The Macarthur private venture village was located in a landscape of self-style English gentry, and their estates interspersed with several small villages.

The gentry estates and their homestead and farm complex were English style village communities. One of the earliest was Denbigh (1818).

The oligarch-in-chief was Camden Park’s John Macarthur.

The Europeans used forced labour to impose English scientific farming methods on the country.

The Cowpasture colonial elite created a bunyip aristocracy and styled themselves on the English gentry.

On the left bank of the Nepean River were the gentry estates of Camden Park along with Brownlow Hill. On the right bank were the gentry properties of Macquarie Grove, Elderslie, Kirkham and Denbigh and several smallholders.

The ideal society for the colonial gentry included village communities. To foster their view of the world, the Europeans created the small village of Cobbitty around the Hassall family’s private Heber Chapel.

The village of Stonequarry was growing at the southern limits of the Cowpastures at the creek crossing on the Great South Road.  The village was located on the Antil’s Jarvisfield and later renamed Picton in the 1840s.

The picturesque Cowpastures countryside greeted the newly arrived Englishmen John Hawdon from County Durham. In 1828 Hawdon became the first person to put in writing that the Cowpastures area reminded him of the English countryside when he wrote a letter home.

 

The progress and development of the country town

The Enlightenment view of progress influenced the Macarthur’s vision for their Camden village. They sought to create an ideal village community of yeoman farmers and sponsored self-improvement community organisation including the School of Arts.

Within the Macarthur fiefdom, former estate workers became townsmen, took up civic duties and ran successful businesses.

The village of Camden prospered, became a thriving market town and the economic hub of a growing district.

The architectural styles of the town centre shine a light on the progress and development of the Macarthur village. The architectural forms include  Georgian, Victorian, Edwardian, Interwar moderne, Mid-20th century modern, and Post-modern.

The town centre served a host of functions for the community that are indicated by the types of land use in a country town. These include commercial, government, open space, industrial, transport, residential, religious, agricultural, amongst others.

 

The country town idyll and the appearance of heritage

Since the 1973 New Cities Structure Plan for Appin, Campbelltown and Camden there has been increased interest in the cultural heritage of the town centre. This is the first appearance of the influence of post-modernism in the Camden story.

John Wrigley conducted the first heritage study of the Camden town centre in 1985 for the Camden Historical Society.

Urban growth and the loss of rural countryside has encouraged a nostalgic desire for the past. This process had led to the evolution of the Camden, the country town idyll.

The heritage of the town centre is what the community values from the past that exists in the present. It is made up of tangible and intangible heritage, as well as multi-layered and multi-dimensional. The town centre story can is a timeline with many side shoots or a tree with the main stem and many branches.

 

Camden time traveller and the town centre

The living history of the town centre is evident at every turn. At every corner. A visitor can be a time-traveller into the past. A view along the main street is a view into the past.

There are many locations in our local area where a person can be a time-traveller into the past. The traveller can be a participant in the area’s living history, ‘simply by being present’.

One of these sites is the commanding view from the hilltop at St John’s church. Here the traveller can view the Cowpasture countryside that nestles the Camden town centre within its grasp.

Shooting the history breeze for local tourism

Storytelling and a Camden history film

On a balmy late spring afternoon in central Camden a group of local people were conducting a photoshoot.

The late afternoon provided a deep even light that was ideal for the whole venture.

None were professional filmmakers. But that did not stop anyone.

The filming dodged pedestrians and was occasionally drowned out by local buses.

Historic John Street precinct

The project centred around the historic John Street precinct.

The film venture involved storytelling, great yarns, interesting characters, old buildings and lots of making do.

The location provided a rich collection of old buildings that speak about the past for those who want to listen. History enthusiasts can immerse themselves in the past in the present by walking the  ground – the same streets as local identities and characters have done for decades.

Filmmaker Rachel Perkins (2019) has stated

The past is always with us and it has created the present. The past is all around us within us all the time. The past lives with us in the present.

Storytelling touches something within us. It touches the soul.

Filmmakers and storytellers

The key storyteller was Laura Jane Aulsebrook, who has been described at Camden’s own Miss Honey (for the uninitiated from Matilda) and her happy ways. All dressed up in purple for the occasion.

The key camera operator, director and chief of production was Debbie Roberts,  (EO of CRET), ably assisted by her roadie husband Peter.

History material was provided from the Camden Heritage Walking Brochure and chief history boffin UOW historian Dr Ian Willis, ably assisted by his PA Marilyn.

This motley group wandered around a number of Camden’s old buildings – Laura Jane acted as storyteller for the 1-2 minutes historic grabs. LJ was full of passion in her completely ad lib performances. Ian listened for any gaffs – which were few and far between.

The building is also the home of the Camden Museum, Camden Area Family History Society and a shop front for Camden Council (I Willis)
 

Debbie followed Laura Jane around with her handheld – tripod held – iphone camera. If she was lucky a bus didn’t drown LJ’s monologue. The roadies held all the bits and pieces – then reviewed the take and ably provided all sorts of advice – most it wisely ignored by the camera operator and storyteller.

The most challenging story was that of Henry Thompson’s Macaria from the 1870s, the ghosts and Henry’s 16 children. This is next door to the 1840s Sarah Tiffin’s cottage, one of the oldest buildings in the local area and one time lockup.

The 1940s Tiffin Cottage is now the Epicure Store selling local produce and cheeses. The cottage was the home of Captain Larkin in the early 20th century. Larkin was an auctioneer at the saleyards which were located in Larkin Place until the late 1940s until they were moved to their current site. (I Willis)
 

The Cawdor court house ended up in Camden in 1841 much to chagrin of Picton and Campbelltown which missed out. Next door is the 1878 police barracks which was always a site of plenty of action where miscreants were locked up in the cells to cool off.

The 1916 fire station which was really opened in 1917 was an improvement from the pig-sty in Hill Street. Next door is the modern library once the centre of learning and speeches in the town as the 1866 Camden School of Arts set up by James Macarthur.

Our storyteller and camera operator filmed a street walk outside the 1936 Bank of New South Wales building and its neighbor the 1937 banking chamber for the Rural Bank – interwar masterpieces.

This was followed by a chit-chat about the long running Camden Show out the front of the lovely 1937 architect designed brick frontage to the 1890s Camden Rifles drill hall, now the show pavilion.

Camden festivals

This intrepid troupe were making short film clips as a promo for local tourist and a local spring festival – the Camden Jacaranda Festival.

The aim of the 2019 Camden Jacaranda Festival is to

The specific intention in designing and delivering the “Camden Jacaranda Festival” is to showcase both our fabulous town and the people that comprise the fabric of it.

The Jacaranda Festival is held in late in November 2019 as a spring festival to celebrate the town and its community. This images is the 1878 Commercial Banking Company at the corner of John Street and Argyle Street Camden. The Jacaranda tree is in the front yard providing a colourful presentation with the Victorian banking chamber. (I Willis)

 

The Jacaranda festival is just one of many that have been held in the local area.

English village sports days

The festival draws on a rich history of community festivals in the local area going back into the 1800s. The heritage of festivals is drawn from the English tradition of the village fair that came with the European settlers.

The origins of these festivals, according to Peter Hampson Ditchfield’s Old English Sports (2007), lies in ancient Saxon customs, particularly in Devonshire and Sussex, associated with ‘wassailing’ (carousing and health-drinking) to ensure the thriving of orchard trees (mainly apples) and exchanging presents.

On New Years Day village youths undertook indoor and outdoor sport to keep out the cold by ‘wholesome exercise and recreative games’. Sports  included bat-and-ball, wrestling, skittles, blind-man’s-bluff, hunt the slipper, sword dancing and mumming (play acting).

Festivals, fetes and fairs encourage lots of visitors to the local area as tourists.

Tourism, cultural heritage and history

What is the connection between local history and tourism?

Quite a lot.

Tourism Australia says

In the financial year 2017–18 Australia generated $57.3 billion in direct tourism GDP representing growth of 7 percent over the previous year – three times the national GDP growth of 2.3%. Tourism also directly employed 646,000 Australians (1 in 19) making up 5.2% of Australia’s workforce.

More than this Arts New South Wales says

In Australia and around the world, cultural tourism is growing. In 2015 NSW hosted over 11.4 million ‘cultural and heritage visitors’,1 both international and domestic, who spent an estimated $11.2 billion in the state, an increase of 15.4% on the previous year.

The Australia Council says of arts tourism:

Arts tourist numbers grew by 47% between 2013 and 2017, a higher growth rate than for international tourist numbers overall (37%).

Live and Local music festival hits the right notes

Camden’s main street was transformed into a ‘Live and Local Beat Street’, or so said the publicity for the festival. And it was.

The publicity flyer promised Live and Local was a ‘unique experience’ and explored ‘new places and spaces’. And it delivered in spades.

An experience

The 2018 Live and Local Camden music festival is in its second year. The crowds were up and so were the number of gigs.

There were over 50 musos across 15 venues. This was up from 2017 with 27 artists across 14 venues.

The amount of raw talent was frightening and a little overwhelming. There must be something in the local water around the Camden area.

Two talented musicians make up White Melodies duo based in the Macarthur area. They are singer song-writers Kellie Marie and Chloe. They have been finalists in country music competitions at Tamworth and the ACT. They play an easy listening repertoire of upbeat classics. (I Willis, 2018)

The crowds enjoyed the music on offer from professional and emerging artists. It is great to see local support for live gigs.

Eclectic Venues

This year the festival grew to include Friday night across a range of venues. This was a good introduction to the festival.

This jazz ensemble led by talented local musician, band leader and impresario Murray Bishop on horns. The Murray Bishop Quartet play a range of jazz styles and are found across the Sydney area and are based in the Macarthur region. (I Willis, 2018)

 

There were also the Saturday afternoon gigs similar to 2017 between 2 and 6 with a full program of artists.

Saxing About talented muso Will Habbal is playing outside Saritas Emporium in Argyle Street. This cool dude has a keen fan following on his Facebook page. This hip reed player pumps out ‘smooth jazz’ on tenor sax with a 5/5 rating. Check him out ladies. (I Willis, 2018)

 

The music festival used a range of eclectic local venues from cafes, fashion outlets, galleries, local hotels, restaurants, a shoe shop, professional premises and a local arcade.

A new venue in an old space

The festival succeeded in uncovering a music local venue in an unlikely venue. It is a space with the wow factor at the Alan Baker Art Gallery.

Macaria is a substantial town residence from the mid-Victorian period that was influenced by the Picturesque movement and Gothic styling. It has an awesome interior with beautiful timber floors, high ceilings and great acoustics. (I Willis, 2018)

 

The acoustics are to be experienced to be believed with a wooden floor, high ceiling and little echo.

This young student harpist from the Fishers Ghost Youth Orchestra showed this room at its best. The beautiful aesthetic of the space was complemented by the sweet tones of the harp from this young musician. The audience listened intently to the performance and then gathered around for an impromptu tutorial from the student’s mother on the specifications of the harp at the end of the performance. Set amongst the roses and flowers Isabel Estephan shone in her live performance. A singer songwriter 18 years of age who has been writing her own compositions for the last 5 years. She has music in the blood according to her website and her songs are inspired by things she feels deeply about that define the world we live in. (I Willis, 2018)

 

Help for lots of tastes

All the venues had lots of Local and Live helpers to smooth over any hiccups and  guide and help out lost fans. They made sure that all gigs went smoothly.

There was music for all tastes from classical to blues, country, jazz as well as a rockabilly. Some good old rock and roll with a funky twist was popular with young fans.

A developing arts precinct

It is great to see how Live and Local contributes to the creation of an arts precinct in Camden for a day and a half. All this live music is good for the local economy, job creation and  helps build local tourism.

Importance of live music

Live music is central to the Live and Local music festival and acknowledges how live performance is an important part of our culture. Performances are authentic and artists provide a screen-time in 3-D without much assistance from tech-gadgets.

The sweet tones of Trish and the picking on guitar of Mark as the Honey Sippers. This local duo appear regularly throughout the Macarthur region and have an enthusiastic rusted-on fan base who follow them around the area. The Honey Sippers perform blues, rock, folk and country and they ‘love to play music that engages and tells a story’. (I Willis, 2018)

 

Performers at Live and Local provided a form of engagement of the imagination  which is sadly lacking with recordings or tech-devices. Live performances at Live and Local are fresh. It is not canned music.

There was an awesome array of talent on display for all to see – warts and all. Performers were in the moment and provided a physical and emotional experience with their audiences.

Live performance is a shared experience between performer and audience. There is an  immediacy that provides an  element of surprise and risk, perhaps even the unexpected.

Place making and storytelling

All Live and Local artists are part of the creative industries. They create stories which are expressed in song and music.   Musicians, poets, raconteurs, performers and writers are all storytellers. All cultures have story tellers.

She performed her own composition ‘Camden’ and the audience enthusiastically demanded an encore at the end of her bracket. To which there were woops and cheers. Storytelling as song allows the musicians to connect with their audience. Their stories are captivating, and full of emotion and meaning. These stories are one element in the process of place making and construction of community identity.

Stories as songwriting can connect people with memories of the past in the present. Music can tell the stories of place and the history of a community. Music can create a connection with the landscape and create an attachment to place.

Songs are one form of storytelling that can take a successful part of marketing and branding for a locality and community. In this way they help the local economy and local businesses.

Support for music festival

The Live and Local project is a partnership between the Live Music Office and Camden Council. Funding was provided by Create NSW as part of the Western Sydney Live and Local Strategic initiative.

I encourage you to take the time and visit each venue to hear the diversity of the music and let our talented local artists entertain you for hours.

The director of the NSW government Live Music Office John Wardle stated that it

has been truly inspirational and we once again very much look forward to a day that will be a highlight of the broader cultural program in Western Sydney.

The Camden Hotel hosted NeillyRich on Saturday afternoon. The country duo of Kiwi Matthew McNeilly and Kempsey local Amelia Richards met in Tamworth. The dedicated songwriters are inspired by the likes of Lyall Lovett and Keith Urban. They are focused on ‘storytelling through music in the vein of some of the pioneers of the Australian industry’. They are currently on the road and had arrived from Bega to perform at Live and Local in 2018. (I Willis, 2018)

 

Musicians succeed in gig economy

Camden’s Live and Local festival demonstrated how musicians are part of the gig economy. All trying to make a living. These issues were explored in a recent article in The Conversation. 

Musicians identified that they did meaningful work according article author Alana Blackburn, a lecturer in Music at the University of New England. She maintained that

Their intrinsic success lies not in what others expect of them, but in achieving personal freedom and being true to their beliefs. It’s about meeting personal and professional needs.

More than this a study by the Australia Council for the Arts found that

musicians undertake a wide range of arts-related and non-arts activities.

According to Blackburn 

Musicians can survive under these circumstances by developing important overarching and transferable skills.

This type of career is called a ‘portfolio career’ where musicians have lots of jobs. A mix of paid and unpaid, and mostly short term work and projects. Musicians state that the prefer to be in-charge of their own career, despite the financial challenges. They feel that they can control their creative efforts and their music related activities.

Musicians, like other creative arts types, are mostly self-directed and driven by a passion for their artistic work. Musicians often work across industries and are not locked into the music industry. They consider that they are continually learning and are not afraid of failure.

Blackburn maintains that the success of musicians in the gig economy is down to a number of characteristics that they develop: life-long  learning, adaptability,  flexibility, social networking, entrepreneurial skills, planning, organisation, collaboration, confidence, self-directed, multi-tasking, independence, risk-taking, promotion and others.

Many of the artists at Camden 2018 Live and Local fitted into this category. Some are in the early career stage while others are more successful. The gig economy is here to stay and provides many challenges. It is not for the fainthearted. Live and Local provided a sound platform for the exposure of these artists in a tough industry.

The lost world of Carinya

A 2010 meeting of Camden Council on Sydney’s southern outskirts voted five to four to demolish a simple 1890 Federation farm cottage known as Carinya at Harrington Park. The owner, Nepean Pastoral Company, wants to develop a 97-residential lot subdivision on the farm site.

The decision illustrates a wider malaise that has enveloped heritage in this state — a worrying trend that is seeing our past disappear.

Demolition of Carinya

Camden Council’s decision to approve Carinya’s demolition was based on reports written by heritage consultants, Urbis. Urbis stated that, while the cottage was intact and in reasonable condition, it was not of local significance. In their view Federation cottages, while rare in the Narellan area, are not rare in the Camden local government area (LGA). Secondly, Carinya has little associative value with the Cross and Paxton families who lived there.

Many people do agree with these conclusions. In the past Carinya has been overlooked in heritage surveys of the Camden LGA and had not been included on any local lists of historic houses. While not a reason for demolition, it is a contributing factor.

Jonathon Chancellor noted recently in a story on the fight to save the Tilba residence in Burwood Heights that many councils had “neglectful heritage lists” and included Camden.

Even more damming, ”heritage listing at the local level does not provide much protection at all”, wrote Graeme Aplin, from Macquarie University, in Australian Quarterly (May-June 2009).

”What we have witnessed over the last five years is the systematic dismantling of heritage protection,” stated Sylvia Hale, Greens spokeswoman on planning (”Heritage at risk”, National Trust Magazine, February-April 2010).

More than this the imminent loss of Carinya reflects wider problems in heritage affairs across New South Wales. There is a blatant disregard of the importance of simple cottages of historic value especially at a local level. They represent the lives of ordinary folk. Simple salt of the earth people who struggled to make a living from the soil.

The story of Carinya fits within the Australian Historic Themes identified by the Australian Government (Australian Heritage Commission 2001). These are common national standards for idenfication and conservation of heritage places. Yet this does not qualify Carinya for recognition of local significance.

Even examples of Australia’s important early colonial houses on Sydney’s urban fringe, which are of national significance, such as like Oran Park House and Maryland suffer from indecision and dithering by the authorities.

Conflict of interest in heritage

There is a real, or at least a perceived, conflict of interest for some by heritage consultants in the assessment process. Consultants are a gun for hire. There needs to be a separation of roles in the assessment process of historic houses. The judgment concerning the assessment of significance should be conducted by an independent third party. Heritage consultants should not be judge, jury and hangman. There is a need for due diligence.

The assessment process needs the expertise of professional historians to examine the appropriate historical evidence. There were no historians engaged in the assessment process of Carinya. Urbis has largely relied on a cursory examination of documents at the local library and museum.

Council planning and development officers are under incredible pressure to meet timely decisions for development applications. This particularly applies in the Camden LGA, which is a designated growth area for Sydney.

Council officers and their elected councilors rely on reports written by heritage consultants. Officers and councilors may have had little or no specific training assessing heritage significance, local or otherwise. They are not experts in history and heritage.

One of the casualties in the assessment process is the thorough and considered assessment of historic houses.

Loss of interest in heritage

The current political climate in NSW is not conducive to the protection of historic houses. Heritage is not a high priority. Crowded Sydney and a shortfall in housing stock are political priorities. For this read new estates on the urban fringe, like the approved Carinya farm subdivision.

The developers of Carinya farm housing estate are selling a dream that is just that, a dream. The new estates create a bland homogenised suburban streetscape with little charm or character.

The Carinya farm sub-division is part of Sydney’s urbanisation. An octopus that devours all in its path — including ethical standards, community identity, sense of place and apparently local heritage and history.

The destruction of simple charming 19th century cottages is unnecessary. There is a demand from house buyers who want to live in historic cottages. These buyers restore the cottages to their former glory.

What have we come to in the new century? We have certainly not come to appreciate our past, our inheritance.

Address to Camden Council supporting a motion for a heritage protection sub-committee

In October 2016 historian and author Dr Ian Willis addressed a Council Council general meeting. He spoke in support of a motion proposed by Councillor Cagney for the formation of a heritage protection sub-committee.

SUBJECT: NOTICE OF MOTION – HERITAGE PROTECTION SUB-COMMITTEE

I would like to thank the councillors for the opportunity to address the meeting this evening.

I would like to speak in support of the motion put by Councillor Cagney.

I think that a section 355 sub-committee on Heritage Protection is long over due in the Camden Local Government Area.

A panel of councillors, experts and community members could give sound and constructive advice to Camden Council on local issues of substance related to local heritage.

This could contribute to the Council’s knowledge of heritage matters within the community.

The proposed Heritage Protection sub-committee could allow stakeholders a platform to voice their concerns around any proposed development that effected any issues concerning heritage in the Local Government Area.

The proposed Heritage Protection sub-committee could seek the view of external experts on contentious heritage matters within the Local Government Area.

The proposed sub-committee could provide considered advice to Council on matters of heritage concern to the community.

Perhaps provide more light that heat on matters of community concern.  Such advice might lower the noise levels around proposed development around heritage issues that have arisen in recent months.

In 2010 I wrote an article that appeared in Fairfax Media which I called ‘Heritage, a dismal state of affairs’. It was in response to an article by journalist Jonathan Chancellor about the neglected state of Camden’s heritage lists.

In the article I quoted Sylvia Hales view expressed in the National Trust Magazine that in New South Wales there had been ‘the systematic dismantling of heritage protection’ over the past five years.

I also quoted the view of Macquarie University geographer Graeme Alpin who wrote in Australian Quarterly that ‘heritage listing at the local level does not provide much protection at all’’.

I expressed the view at the time that there needed to be a ‘ thorough and considered assessment of historic houses’. And that

Six years later I have not changed my view.

The proposed sub-committee could give greater prominence to the Camden Heritage Inventory, similar to Campbelltown Council and Wollondilly Council.

In 2015 I wrote a post on my blog that I called ‘Camden Mysterious Heritage List’ in frustration after spending a great deal of time and effort trying to find the heritage inventory on the Council’s website. It is still difficult to find.

In conclusion, the proposed Heritage Protection sub-committee would be a valuable source of advice for council and provide a platform for the community to express their view around heritage issues.

Democracy, Place and Local Government

Local Politics

Local politics is a special beast and is particular, local, small fare and accessible. It is parish pump politics at its best.

Active citizenship is best located in local politics where it makes for more effective democracies and better government. It is the best locality for volunteering and voluntary organisations.

Local government is small scale, specific  and administrative in nature, and looks after parochial matters that matter at the micro-level, for example, pot-holes, dog-bites and long grass.

In 2014 this is the head office of Camden Council located in the former Victorian gentleman’s townhouse built by local businessman Henry Thompson.

Parochialism and localism are common characteristics of local government politics that can have positive and negative effects.

In this context parochialism refers to the over-emphasis on the particular at a local scale and prioritises the local to the exclusion of the wider community. Localism, which can re-enforce parochialism, is anti-centralist, and in rural areas looks back to the rustic traditions and values of the pre-industrial viliages, it shares many of the elements of rural ideology.

In Ian Willis’s article ‘Democracy in Place‘, he examines the role of parochialism and localism played out in the 2008 New South Wales local government elections in the Camden Local Government Area.

In another of his articles ‘Democracy in Action’ Willis undertakes an historical analysis of the influence of parochialism and the competing role of rural gentry and townsmen.

Willis maintains that there is a strong anti-party sentiment in local politics and that this related to parochialism. Resident action groups are perhaps an exception as they have successfully harnessed parochialism to foster their form of local activism.

Willis argues that parochialism can silence council candidates around controversial issues.

Local government politicians are known by people at a local level. Local politicians are often local identities who are well known to the community and are highly accessible to members of the local community.

Willis’s analysis of the various stakeholders in the local political process including the country press (civic journalism) and  community organisations (active citizenship) illustrates the important place of parochialism in these small closed communities.

Parochialism is often reflected in local patriotism, which is often the mark of success of a council politician, and national party affiliation or membership is seen with suspicion.

Many local councillors are small businessmen who are self-made, self-sufficient, independent, hard working and conservative.

Successful local councillors have local networks of power based on business connections, membership of local clubs, and family and interpersonal networks and hierarchies.

In the Camden community rurality and the area’s bucolic nature have been part of mantra of local politics for a number of decades.

This situation is typical of rural communities of Sydney’s metropolitan fringe that are under pressure from the city’s  urban growth.
